So far I'm seeing regular middle management talk you'd find anywhere else. They regularly break rules set by the FDA because the worker drones can't be bothered to follow the rules. I think this is a setup to blame it on middle managers and meanwhile the c suite goes untouched.

It's a setup for when they want something to happen they can point to the fact that they've been warning for years that something like this could happen. Then when they purposely take down the internet and power grid people will recall these warnings and be more accepting.
