It's not clear that "billions" will be effected. I believe the original DS plan for Covid-19 and the vaxx was to kill billions and sterilize billions more. So, all things considered... this likely this WAS the best plan.

TLDR: Here's the important point - please read this VERY carefully: Everyone taking the vaxx was going to die ANYWAY at the hands of the communists. If you understand what happened in the Holodomor (and throughout all of history) then you know this is true. We have SAVED billions already by holding off the revolution/civil war.

I've thought from the VERY beginning of Q that Trump would have to go away, for a time, for the optics at least. I thought that this was the only way they could pull off the "Storm" without it turning into civil war. Too many people would be afraid that Trump was really becoming a dictator to do it safely.
Along the way, though, I'd come to realize that they (our NSA/military) may have decided that they could, just maybe, pull this off WITHOUT the "Storm". Trump's 2020 campaign was doing SO well that it began to seem plausible.
SO, I'm not the least bit surprised that the game changed and a decision was made to allow the steal (sting). If you can reset the legislative branch WITHOUT the "Storm" then that would be a FAR better path than risking civil war with Nat Guard rounding people up.
That's not to say the arrests won't happen! The sealed indictments are real! It's just that they won't happen until AFTER a new post-midterm congress has cleaned up the mess - LEGALLY, AND WITH THE WILL OF THE PEOPLE BEHIND THEM! This will be the absolutely BEST way to avoid civil war. Period.
