Jscholl17 is 100% correct. The process of replacing a VP is not that simple. And could easily be drawn out past the election. I think that with Hunter Biden in so much trouble, Joe will hold on as long as he can. He knows that the Democrats cannot be trusted to hold up any deal they may be promising.

Have you tried scanning it into a computer with an older scanner and see if it is still clear. The scanners of yesteryear did that to them. I think if you could replicate the process when that would have been scanned you would have the blurred effect.
