This is interesting found this in a news article, but that tweet is just gone now. This seems like the strongest evidence you are correct. The cybertruck steering is completely new and not like other Teslas, there's no physical connectiong between the steering wheel and the tires.

As POTUS, I can apply classification categories to anything but I can still see everything myself with no need to get anyone else's approval beforehand. It is a final check on the government that ensures openness of government.

This article seems to based on the fact that DOD and DHS have different purposes and the reports they produce measure different threats.

You can appeal without putting up a bond, Trump has already started his appeal.

BUT without a bond you can't STAY or pause the execution of the judgement...that is the collection of the money.

The bond protects both the plaintiff and the defendant. Let's say I smashed by boat into your lake house. And you sue me and win a $200,000 judgment. You want to be sure I have the money and I not just appealing to delay you getting the money. I want a way to easily get my money back if I win my appeal. The court wants to be sure my appeal isn't frivolous and I'm not just wasting everyone's time.
