Despite the absurdity of it, it's not a wide ranging decision. It focuses on payments for work already performed.

Alito, Thomas, Gorsuch and Kavanaugh in their dissent...

I think it was an all out effort to deny Trump this mineral rights deal before his Congressional Address on Tuesday. The deal would be a major step towards ending the war and they want to deny him the win.

And that's being generous by Trump because he wants to recoup some of the money given to Ukraine. This is the only card Zelensky has because Trump gave it to him, and one way or another the war is ending. Trump could easily sign a mineral rights deal with Putin in the annexed areas of Ukraine.

A day later it would seem like this was an exercise to out those pockets of deep state resistance. This should make them easily identifiable and easier to fire for cause.
