This is intentionally vague without their meaning of love. The 'love' of the world is to love sin, so we would never have peace because it would hand it to the lovers of power. But the 'love' of Christ will overcome the love of power, and the world will have peace. So people everywhere pour their definition of 'love' into it, so it nets wide agreement. But they would need to explain what that they 'love' as they define.
