Ignorance really is bliss.... You can pay as low a fee as you like on the bitcoin network.
Whos going to take your cash in a world where the power grid AND the internet go down AND long enough to drain all battery supplies (sheesh, you're really reaching here huh)? I think you're going to have bigger problems at that point.

If they turn off the internet, I have a satellite receiver connected to a bitcoin node in space. I don't need the internet to send bitcoin.
If they "make it illegal", even if they are able to prove I own any, there is 0 way to confiscate it. They could put a gun to my head and it doesn't make a difference. There's no Bitcoin CEO for the government to call up and order to hand over my bitcoins. They can't force self-custody wallet providers to confiscate funds either.

Sure they can TRY to tax it, sure they can block me from cashing it out to dollars - but if that were my goal it would be defeating the point. Why would I use an escape from the system to go back into it? I can transfer bitcoin anywhere in the world at any time without requiring permission from anybody.
I can send it via satellite or radio if internet access were an issue, or store it in words; and unlike the dollar it is actually backed by something. The energy spent producing it. Bitcoin is the monetization of energy.
It's more portable, divisible, scarce, and censorship-resistant than any precious metals.
