It clearly says the word communications, not black outs. I highly doubt they would black out power across the US. That would be an economic disaster. They may do it in targeted places though. My guess is they force all media channels to carry VOA programming and shut down social media.

I know it’s not worded ‘10 days of darkness’ in exactly that way, but I do think it probably actually meant that. Day 1 is the 7th of January when Trump’s Twitter was banned. Day 10 is when Pence visits the 10th Mountain Division.
