I grew up amongst the black community and have experienced first hand how fear, poverty, and, yes, racism loop back into a mentality that is simultaneously trying to defend oneself and keep squeaky wheels from drawing attention.

And my friend Angel got angry and he said "I try to do something to better myself and this is the reaction I get." It was exactly what you summed up.
