That is a bald eagle grasping a claymore surrounded by a kilt belt. It's the crest for the United States Army Intelligence Support Activity (USAISA) aka The Army of Northern Virginia aka Cemetery Wind aka Torn Victor aka Task Force Orange. This is a group of around 800 JSOC specops forces including 1st Army SFOD-D (Delta), DEVGRU (SEAL Team 6) and booger eaters (cyber intel nerds) based at Fort Belvoir Virginia.

It appears as though the patents were applied for by St. Clair and then abandoned which makes them public domain. It also appears that he/she may have been a member of this Cyberops Army team.

I believe it is a stylized heraldy belt buckle, used on crest-badges by many Scottish Clans.

The first insignia belongs to inventor, John Q. St. Clair.
The first one with the 'cock' is originally from Clan Cockburn, also Clan Sinclair use the same crest-badge with a different motto and buckle end. The second one with the eagle is a special forces (intel) patch, likely ISA.
