You should lookup what ERCOT actually does before lashing out. They don't provide or produce energy and have literally no power on deciding who's energy stays on or off.

While ercot doesn’t produce or move electricity, they do issue directives to the Transmission Operators (Oncor, Centerpoint, Brazos, AEP etc in TX) to shed their share of X amount of megawatts in order to preserve the integrity of the grid overall. In this case we’re talking about 20,000MW. Absolutely unprecedented. If the generators become overloaded they trip out on low frequency and it all cascades. So shedding load helps maintain frequency and/or alleviate overloaded elements.
The power companies do have somewhat of a say in that they have predetermined feeders they rotate in and out in order to not leave customers off for too long, think of it as a shared burden. Only hospitals, military, and EMS facilities aren’t effected by this. Everyone else is fair game, and was fair game, during these rotational outages.
TLDR: if people want someone to blame, blame the Obama Admin’s war on coal and shuttering power plants without a viable alternative.

I thought to myself, these people could make a killing if they put up, hotels, motels gas stations and stores every once in while. They'd have good paying jobs for their people and there wouldn't be so much poverty. When I was growing up in the 70s my grandparents used to visit some natives they befriended while on the western travels that lived in a mud hut! They would gather clothes and household items to take to them every year, there were different families they knew. I don't understand living in poverty when there are opportunities not to live that way. I blame the leaders of their tribes for this. Shameful.

Generators have nothing to do with it. Create base layers. For an 11 year old, layering kids clothes then using adult pieces for additional warmth would absolutely work. The parents are morons and should flat out lose in court. You'd be surprised how effective thin layers strategically used can be at keeping warm. I'm from Houston myself so I've never experienced truly harsh winters, but even I know how to stack clothes to effectively cancel the cold out.

Do you know of any phones that run on water power that these folks living in trailer might have had? I mean it doesn't say they didn't does it? Come on.
Phone lines used to be able to be powered by a back up generator from the phone company when it was normal that everyone had a a DC able phone. There are not enough of these in service to justify the cost. Does that mean that every landline station does not still have a back up generator? There is probably some still out there. But holy shit are we splitting fine hairs here. Of course I haven't had a landline that was DC power able in over 25 years, so maybe there is more stations with back up generator than I know.
Considering they allowed the child to get soaked and wet playing in the snow the evening prior, they are practically to blame. The younger child sleeping next to the kids survived the night. As unfortunate the circumstances is, to turn their dead child into a lotto win is disgustingly advantageous.
