I don't put any faith in this now. Durham would know, if he was legit, that his investigation would be compromised or terminated with Biden taking over. If he cared at all about justice, he would not have waited for this to happen. He would have released something...anything. Remember when Mueller indicted the 12 Russians? Durham could have certainly done something like that.
Our expectations at this point will be for offenses such as jaywalking and speeding tickets. Or worse, in 8 weeks a new headline like "Durham finds no serious criminal offenses" or "Durham to produce criminal indictments by 2026."
Durham might represent a lose-lose situation for the DS that triggers actions they hope to block. No matter what choice they make, the need for the actions become more necessary. If they block the indictments and report from the public, especially after Barr’s unprecedented transparency, they demonstrate their level of corruption.
Blocking pretty much guarantees leaks, especially with someone high up the food chain turning states witness. This person has a motivated self interest to leak. Finally, blocking the indictments results in leaks and rumors being accepted as truth. But letting them go forward very likely implicates Biden because he was a member of the Obama Administration who cooked all this up.
It would be extra sweet if there was enough linkage to a hostile foreign power that these people were declared enemy combatants. That sends it all to military jurisdiction, which the DS fears, why else are they so freaked out by Q?
...And after they are "ready," another 6-8 weeks to make them public, unless the Biden administration objects due to national security concerns, and in that case, we'll have to circle back in a few weeks to know when the public will find out what Durham has been working on...

Why would a special council need any sort of permission from the (Biden administration) Department of Justice?
The whole point of a special council is to prevent an administration from investigating itself, and thereby creating a conflict of interest.
