Few years ago, someone filed a FOIA request to the FBI about "Pepe the frog." The person didn't receive anything useful back. ?

Hit 'em where it hurts -- in the wallet. The best way to demoralize law enforcement is Pension Reform -- put public employees on a defined contribution plan, as opposed to a defined benefit plan, and their ability to bleed the taxpayer dry is limited.
Better yet, abolish the majority of means to collect taxes. Ie end the irs.
End the withholding tax. Easier and just as effective.

If the withholding is taken away and people had to write a check or do a debit from their bank accounts and saw how much the IRS was stealing it would lead to the second, possibly with a few ropes.

Its like the meme says.. in the old days, it was the FBI investigating forums for violence threats and child abuse imagery. Now its the same forums investigating the FBI for state terrorism, child sex trafficking, rape and murder, satanic ideologies, and organized crime affiliations.
