I guess common decency doesn't fall under the category of logic? There's a time and a place for everything. No, nudity isn't pornography. But public decency dictates that we all keep our clothes on. This girl is no exception to that.

A lot of it is cultural, obviously. If we were raised around topless women and really viewed breasts as nothing more than "baby bottles", we'd think it's silly too (like some African cultures).
The thing is, in our culture women do sexualize their own breasts by wearing low cut clothing or "flashing" their chest, etc. Whether they do it because we like it, or we men like it because they do it, the effect is the same.
So yeah, a teen girl topless in a public pool is a bad idea. I'm not saying guys can't control their urges or thoughts - of course we can, most of us are gentlemen. The problem is, it doesn't take a group of men being hot under the collar to cause a problem - it only takes one creep to grope her or rape her. If that happens is there a liability issue?
I don't have a problem with women showing their boobs. Wearing a bra has to suck sometimes, I get it. For me, they're just bags of flesh that make some women look great and others look scary, lol. But I'm hardly the stereotypical westerner. I've seen so much skin in my life (worked in the photo industry) that it doesn't get a rise out of me.
