Instead it's behind the signature triangle implying it was printed and in the wrong layer order or just all together faked and not a true scan of a valid physical document or something else, just my speculations
The big triangle is the only big chunk of black ink on the ballot, the scanner will read this giant black triangle as 1 shape and trace only the outline.
Obviously if you are tracing outlines and you have stamped black text onto a big ass solid black triangle your scanner isn't going to register the stamp text amongst the solid black ink lol, please for the love of god don't get distracted by this while they deeboonk you all day.

The stamp ‘approved’ should be a manual addition from a ballot certified. So from a layered standpoint the ink from the entire approved wording statement should be OVER the top of all other ink on the ballot. This shows obvious evidence that the approved statement was actually already inserted while the ballot was being printed, but they fucked up the layering - and parts of the approved statement are BEHIND other items.
The last thing supposed to be ‘inked’ on a ballot should have its entirety OVER all other lines and objects in the field. Comprende Amigo?
Graphic designer here. This is proof positive that whatever "ballot" these anomalies were found on were digitally manipulated. These ballots were created in something like Adobe Photoshop. This is big. Nothing on the ballot matters. If this is what was turned in, it's fraudulent.

Heh, less than a minute after writing this I see that triangle is solid black on the real envelopes. So they must've used an edge detect convolution filter on the scans, which pretty much makes any analysis of the insides of that triangle pointless.
And after a turbulent half night of sleep I realize the inside of the triangle is not pointless. A black triangle scanned with an edge filter should always show up empty inside. The ones where you can actually read the text inside the big triangle are the bogus ones. So all the memes on this are true, but they're showing the wrong pictures. Would the guilty parties know this, and know that Shiva knows it as well? Interesting...
