What needs to be done is this:
Don't import food and supplies in an area that doesn't have it, instead create it where it is needed.
~If the people are starving, how is it that they keep reproducing?
~Build small schools to educate the people in how to improve their situation.
~Teach them proper birth control, good hygiene and safety.
~Create desalinization plants out in the ocean around every water-poor country.
~Pipe that clean water in to create irrigation systems and restore the drought-stricken lands.
~Bring in the means to improve the soil and reverse the heat island effect.
~Teach the people to plant and garden and to raise chickens, goats and fish.
~More planted greenery will create more rain and reduce the creeping desertification by removing the heat island effect.
~Add ecological and pesticide & herbicide-free giant greenhouses that produce additional herbs, vegetables and fruits with very little water, while encouraging remote neighborhoods to run their own community gardens.
~Teach, educate and improve rather than give, supervise and control.
