Watch for barricades to be put up, conservatives to be framed for crimes they didn't commit, streets to be closed so no one can park close to the gathering location. It's tactical. DC has to protect itself from rosy cheeked Catholic high schoolers who will be slowly walking and looking for brick oven pizza for lunch.
Mayors do not have this kind of authority. The title of "mayor" is for things like making zoning decisions on where to put the city pool, and coordinating garbage and sanitation coverage for new subdivisions. Not locking everyone in their homes who doesnt take your medical advice.
