I don't think trackers are on in the fighter jets. Even in the US, they usually aren't on. But you can get a clue by seeing where the refueling tankers are flying.

I've watched the tracking and watched planes in my area simultaneously. The tracking is not precise and is delayed some. In other words, a helicopter passes my house when the tracking site shows it still approaching. It's not good enough for tracking for the purposes of shooting down planes. The enemy can see the planes anyway.

I wouldn't anticipate all of them being visible. I get fly overs all the time that do not show on radar.
