Correct. It is a game of semantics. Just like when Rand Paul cornered Fauci on "gain of function research." Fauci ignored the entire premise of the question to argue the meaning of gain of function.

You can study a plague sample in a test tube, or look at it under a microscope. But what were the fleas going to be used for?
The russian military first said bubonic plague and anthrax. Then it came out that they found traces of bat coronavirus. And the latest theory that led from this, is that covid-19 was invented/developed in ukraine at these labs, and then transferred to the wuhan lab to lay a false trail for any forensic investigators.. who would of course suspect china. And supposedly there are a lot more labs in taiwan, which china is threatening to invade.. perhaps these labs are a large part of the reason, above and beyond any territorial claims. Which makes taiwan perhaps a malicious (or puppeted by malicious people) actor.
Then again, china certainly posted huge amounts of covid-19 propaganda videos with people collapsing in the streets, teams in full hazmat suits carrying around bodies, people screaming and getting the doors of their buildings welded shut, and threatening nuclear weaponry against anyone investigating the origins of covid. None of which cast them in any positive light.
Getting bigger and bigger the more details come out.. maybe this is just the beginning.

Then russia has nearby biolabs that threaten them in ukraine, china has biolabs nearby that threaten them in taiwan... so are there biolabs in either mexico or canada that are positioned to threaten the US? Maybe Trudeau is worried about a lot more than truckers and the honkening.. since presumably mexico is too politically fraught to have the stability needed to build something like this up.

Bubonic plague isn't really that deadly. A number of cases occur in the US and around the world every year. Simple antibiotics make one well again anymore. Difference is that in the 1500s there were no antibiotics, so it was much more deadly.

My guess is that Victoria Nuland was responding to questions in Congress knowing how the bio-labs system worked but since then, the lawyers got involved and stories were aligned between the US and Ukraine so now they are all singing from the same hymn-sheet and they agree the US does not have bio-labs in Ukraine.
They can say that because the US government does not hold the deeds to the lab properties and neither are government officials in charge of the labs. It is just that certain funding agreements are in place and certain work is underway to justify that financial input.

Wording. "Does not develop or possess chemical or biological WEAPONS anywhere." They're not lying. They don't develop "weapons". Do they use bioweapons in war? Of course not. But biological specimens do tend to escape from these labs at opportune moments. It's probably just coincidence though.

Which legally and logically is much different than "does not possess chemical OR biological weapons anywhere."
Basically what they stated by saying AND is that nowhere do they possess biological or chemical weapons at the same time, together. That statement would be technically true if they did have bio weapons at one place and chemical at another but not both at the same time.
I found it very odd they stated it that way.

Any pede with a 101 logic/philosophy/programming class under there belt will understand that AND and OR are very different things and the language matters a lot when it comes to law.
Ah. I wasn't thinking about it that way at all. But that is an excellent observation. I was more or less thinking that the things they store are not expressly intended to be used as weapons and therefore are not classified as such. Even though the potential of weaponizing the biological organisms exists, they are not technically weapons in their current form.
Also veterinary research facilities so they get away with basically anything and the DoD funding is for "biological defense".
