I saw that symbol in the middle the other day while I was researching the Ukrainian flag. The symbol inside the iron cross is the emblem of the Organization of Ukrainian Nationalists.

I thought the same possibility, but the Maltese cross is made of arms that are V-shaped and join at the points. Similar, but not identical. The person above identifies it correctly as the Iron Cross, or cross pattee of the Teutonic Knights of the 13th century.
