Disneyland and disney world are constructed in the same fashion. In FL, due to water table issues, the tunnels were built on top of the ground then covered with dirt, raising ground level while covering the "utilidors" that staff transverse the park along with the maintenance staff.
I have been in these tunnels in both parks and have not visually seen any levels that go beneath the utilidors.

Disney was literally built on top of a whole warren of tunnels used ostensibly for trash removal, moving supplies and cast members, etc. Wouldn't surprise me in the least if there was trafficking involved.
