Note “resident” and not “citizen.” Every able bodied lawful resident of a state of the appropriate age is subject to militia service. Being subject to militia service does not mean there is a “restricted from” militia service as a result of the former - although some states do exempt state and local law enforcement and some political bodies from being subject to militia service.
