Yes, it could be read that way, but my interpretation is that they are trying to implement a world where 'everyone is taking some booster (or something else) on a regular basis'. If they succeed, then they can 'turn off' any individual (or even entire populations) at a whim.
It's far more sinister, but similar to the US outsourcing so much manufacturing to China. It gives them tremendous leverage over us.

Then I looked at the original you posted and realized everything from his voice to his eye movements was set up perfectly for the edit. Almost like the guy planned the edit himself.
