I've got a feeling that it's way more accurate than they're letting on.
Several ways to track. Cell towers and GPS most people know. Lesser known ways is Wi-Fi and Bluetooth. You can scan an area and see what SSIDs (and their signal strength )are there and know a good idea where someone is. Bluetooth is roughly the same. That’s why many phones will suggest turning on Wi-Fi to get a better location or to improve location accuracy.
Agreeing with you, it can be very accurate.

Everyone one of those cell phones "HAS" to send out a signal to the nearest tower so that if the phone gets a message AND IS ANSWERED (accepting msg or call) or is NOT answered....BUT the cell phone keeps pinging the NEAREST cell phone tower!!!
Tracking is done by triangulating the cell phone ping off of 3 different towers. Your phone can be nailed down to the head of a pin. Surveyors use GPS off of satellites to 1/100 of an inch. Have you ever used the "Find My Phone" app?
They claim accurate to 18 inches.

if you're using google maps along with a couple other apps that send you questions to rate, review, answer questions. You're helping them pinpoint exact locations, as you'll also get questions on exactly where a specific entrance is.
examples are:
please show us the correct entrance for xxx
is this the door for this store?

Cell phone tracking is pretty accurate, depending on the number of towers you have to triangulate from. But Uber uses the gps in your phone, which is way more accurate.

GPS is accurate up to couple of meters.
Don't forget 2 things:
tracking was just to identify who is potentially suspect and what exact time they've been arriving at each ballot box,
they also had millions of minutes of video recording from cameras,
knowing the exact box location and timestamp of the arrival from the GPS tracking they knew exactly which video to check to verify it.
Now imagine this:
you chose the suspected person and box location + time on the computer,
you click and watch this person's activity on the video, one after the other, all suspected moments for that person, all days recorded, each suspected arrival.
What a wonderful tool for the prosecutors. Isn't it?
That's the database they've generated after matching the two: tracking data, video data.

I lost my phone once while at a mall. I used my laptop to track it. It pointed to the precise spot to the left of the mall food court entrance where the garbage can was located where I threw it away with a bunch of trash from the car. The bubble of uncertainty was centered on that position and was so small that the edge did not even reach the mall entrance itself just a few feet away. That was not fun. Smart phones are relatively heavy compared to most stuff the gets thrown in there and they sink to the bottom.
The tracking data was supposedly being used to tell if people were staying 6 feet apart.
Of course, since I don't carry a cellphone/tracking device, they don't know how close I was to people. My car doesn't have GPS either.

I track my husband on Life 360 for free. He works in the woods at times and I worry. I also call him to find out where my cell phone is at. If a free service is that good, I assume there are better location tracking services for money.
All you have to do is watch a few episodes of Forensics Files and see how many cases are solved using geotracking!

My phone GPS can tell which room I'm in in my house. It knows which way my phone is facing. Pokemon GO used GPS data and it was pretty fucking accurate and that was many years ago (it's still a thing of course).

I used a crappy GIS website that connected to my phone's gps and it showed me, by the step, where a property line in a woods was.
it's GPS, same as the military. The consumer is limited to less accuracy than military hardware but it's very good.
Perhaps it might need people to be, oh, I don't know, 6 feet apart to guarantee proper identification.
If you're trying to locate a phone using cell tower triangulation that's not accurate at all.
All you have to do is download Waze to know how accurate GPS is
