Absolutely, if this weren't clown world, attempted murder would be the standard, in this case when the target is an elected official for political aims, that is the definition of terrorism (pre-patriot act).
Now, that said, it shouldn't be so easy to get a SWAT team to show up somewhere, I mean, sometimes that's exactly what's needed, but tighten things up so this doesn't happen.

Despise the individual for their actions, not the whole.
