These alerts are written years in advance, they all use placeholder text. In the case of an event / calamity / emergency you're not supposed to be sweaty typing fast in a computer to get an alert out to people. You're supposed to just quickly hit "SEND" after a quick check of the info.
They got the same problem years back in hawaii when someone sent an alert by mistake.
This is like how journalist will write obituaries years in advance way before a celebrity dies (saying their biggest accomplishments etc). That way they can just quickly check the info and hit Post when it happens.

Seems these buttons have been accidentally pressed an awful lot over the last few years. I am sure we all know that feeling of going to work and accidentally pressing a button that would have citizens scared out of their mind. My accidental emergency button pressing came up during my last performance review, luckily they did not fire me.
They are asking over 4 million LA County residents to stop outdoor watering for two weeks. Essentially killing all lawns and most plants. It’s an insane request and I guarantee that something will go wrong with the repair and it’ll go longer than the two week estimate.
This could very well be the “watch the water” event Q posted about. If this repair goes south it very well could lead to some craziness with the regions water supply.
I mean, I can see this happening legitimately. They have to test the warning systems, for one thing, and two: in the event of a big enough earthquake, the entire western coast is at risk of a Tsunami. Not only that but look how many times the same thing is repeated. Its clearly an error of some kind.
Anyone with a brain would have evacuated years ago.
