Florida has had similar for years. I did it for my kids in elementary school. Of course it had nothing to do with a chip. The police did the fingerprints inside the card. And you filled in their personal info. And a yearly photo. And kept it in case it was needed. I think I still have mine in a tote somewhere.

That flyer appears to be a way of registering your child's information in case they go missing (which is potentially an issue in itself) - I don't see where they are proposing to actually chip the kids, apart from the 'chip' as part of the acronym.

Would this cut down on human trafficking? Find your kid when lost or kidnapped? Remove it at 18? Parents would know where they were at all times.
