I'd offer that if Gallagher is a white hat, he COULD reasonably be there to see what the enemy is up to. I take the optimistic route since I think good guys are winning and will ultimately win. there are of course lots of nuances I'm sure such as how evil does one need to be to be invited to or otherwise be allowed to attend WEF? etc etc.
