Power up old cell phones, even if they aren't in service. They still ping off the cell towers (per 911 requirements) and so will be tracked even though they no longer are registered to you. Put them in your car when you go out... so they register on different cell towers. Let the government trackers figure that out.

If the counter is silent, there is no problem. (By the way, Mother Nature is radioactive. There is a background radiation level, everywhere, from soil and cosmic rays. We wallow in it.)
