Those balloons floated over the heads of millions of people in Texas and Florida, but nobody on the ground saw it. And no pilot saw it. And no radar picked it up.

Your point is spot on. I never thought Mattis was an honest man. That's the personal impression I got from interview video. He strikes me as a guy who likes to cheat at poker. Even when he doesn't have to. As for the congressman Waltz I know nothing about. Other than he's named after something I learned in the 4th grade when we were initially allowed to touch the girls.
