When they talk about water re=distribution, they are talking about wealth redistribution. they mention:
water was redistributed in western North America and northwestern India.
So, they are identifying where all the 'money' went, geographically. The hive of criminality, in other words - those countries were stealing from the starving world masses.

So, the roots of corruption go deep, and far back. What happened in the late 19th Century? Who were the robber barons who set up the machinations of stealing wealth from the entire world? Apart from the Crimean War (1850s) which was a complete disaster, start with the Boer War (late 19th C) when the Brits first effectively used concentration camps for innocent women and children - and trench warfare. The lie was that the Boers were 'aggressive' - but they had been there for hundreds of years, intermarried with the Khoi San, and had armed themselves because they perceived the threat of the imperialist Brits. But really, they had found gold and diamonds in land that was deemed to be unproductive (how dared they), so, the 'Crown' wanted that wealth. The Brits had previously occupied the lush coastal properties and harbors. This set up the modus operandi of defeating people who did not want to hand over their wealth.
Then progress to WW1, and the lies. What was really happening was that the 'powers' were fighting over where to draw the 'borders' for their imperialist machinations. Note that in Africa, those lines are weirdly straight - straight through tribal lands, causing some tribes to suddenly be part of a hostile country. Belgium was forged out of a pice of Holland, and a piece of France. Where is the seat of the EU - Oh Brussels, at the behest of Washington. But I digress.
And, 'polar motion' could be talking about the balance of power, poles being diametrically opposed systems, such as it was when there was the US system, and the USSR, during the Cold War. There is talk about a 'multipolar world' coming in, with the formation of BRICS. So, they are talking about a polar shift, away from Washington.
BS, no way that's true. The aquifers are self-replenishing. If there was any truth to this at all, you'd have to blame Nestle, because they pump more than all of us individual people combined. As a matter of fact, we're mandated to use surface water in Texas. It makes it real easy to poison our water supply with whatever crap is in those chem-trails.
Admittedly it's been many decades and I need to look this up later when I can to refresh my memory. (like everything else that comes with aging, it is fading quickly)
But I believe it's called Procession of the Equinox, a very long cycle that our Earth goes through (for some reason 72 years is stuck in my brain but actually I believe the cycle is much longer than that) where the planet tilts much farther on it's axis at one end of the cycle.
I was taught that too back in the day, but it's yet another thing that we have to unlearn. As long as you see snow on the mountain tops and the normal springtime melt-off, the system is working. They are lying to us to fit their agenda.
