Two issues I see here:
Just because THIS bill specifies that none of the funds allocated in THIS bill may go to WHO DOESN'T mean that other Bills won't be passed that gives funds to the WHO.
The Senate has to pass the bill. The Senate, which is majority Democrats at the moment.
So I'm not seeing the huge deal here. Every bill that allocates funds doesn't include WHO funding. And the House can write all the bills they want, it means nothing if they have to pass the Senate for approval.
