The recruitment levels are so bad that they are now making a concerted effort to reach out to immigrants by dangling American citizenship. Just like with Viet Nam, the government enticed foreigners, some illegal, the promise of citizenship to serve in a foreign war. As far as I know, during a draft, a foreign citizen cannot be forced into foreign combat if they refuse - so, you make them an American citizen. Mexicans were recruited and shipped off to Viet Nam to die and be injured for a war they knew nothing about.
We don't have a draft, at the moment, but I have no doubt that this latest recruitment effort is also going to somehow include illegals along with legal residents. Is this possibly one of the reasons so many have been allowed in? Have Americans been so damaged from the vax and are so risk adverse that the government will plug the holes with foreigners?

There was a push through Ft Bliss in El Paso TX. They actually went to Mexico to recruit in Juarez. I know a few that told me about the recruiting back in the day. The draft was in effect at the time and they needed more canon fodder. I also knew some resident aliens that refused the citizenship offer knowing they would remain stateside. They said the people that were recruited from Mexico were poor dumb bastards that didn't realize what they were agreeing to. It was disgusting. I also had a buddy that took service in the Marine Corps rather than go to jail. They didn't really care how they got them as long as they were breathing.
Did they expect people to sit on their hands for several years waiting for a call back? People have moved on to other forms of employment. Likey safer and higher paying employment too.
As others said why go back to somewhere they don't care for you? The sad thing is we're losing the good ones - no matter what industry (police, nursing etc).

the military men & women have been used, abused & taken advantage of for a long time. then you force them to take poisons & expect them to just run back?

These are exactly the troops I'd want to see serving, the ones who won't blindly follow orders and do what's right. Instead we're left with drones with no critical thinking skills. It's kind of sad to me, but I'm glad to have them out and un-vaxxed where they can support the country in a different way.
There is another reason they aren't reaching their recruiting numbers, and the discharged military members aren't returning. There are a bunch of us veterans that have watched everything going on, and we have our own adult kids that could have joined the service. Historically military service is a family thing, but it seems that has changed (for now at least).
I know I couldn't in good conscience recommend military service to either of my daughters after everything that happened with COVID and with the Biden regime screwing everything up. I can't be the only one either.
Trump will have his hands full trying to fix the military this time. He can do it, but he will have to figure out a way to help ensure nothing like this ever happens again or people will still not join since Trump will eventually be gone.

I don’t remember that and I was in the Navy then. People did go in to avoid jail time but not to get citizenship. At least I never saw any.
