We "owe" the debt to bond holders. It's pretty simple. It's not some magic dark pool of money that can't be understood. It's literally just treasury securities. Anyone can buy them. I think it is preposterous to say that the military only acts if commanded by the CIC when they know that a bloodless yet obvious coup put that CIC in power.
