OK, I went to the original post. They said a DPW employee reported him for plowing the snow into the street. Apparently in Norwalk CT it's a big no-no to put snow or grass clippings into the street.

That's why many cities and towns have ordinances/laws against blowing/raking/shoveling anything into the street. This guy sounds old enough to know this and is being an ass.
So, did he blow a bunch of snow from his and his neighbor's driveway and sidewalk into the street instead of back into their individual lawns? If so, they should have made him blow the snow off the street and back into his yard. Solved!
For this to have escalated by both parties is frustrating. He also did not need to be an asshole about it. Such a waste of effort with no satisfying resolution.

Don't take your frustration out on the cops from unnecessary ordinances. Take it out on the city and town councils. Why is this so difficult to understand? Cops don't write the law; cops enforce the law. It's in the Constitution. Legislative, Executive, Judicial.
I get it. It's easy and safe to blame the cops for doing what they were hired to do: enforcing ordinances/laws created by the local council, your representatives. Now, if you are being real, then why not take the effort to petition the council to remove the ordinance?
While the council, I guess, could have given the consequence of confinement, it is more likely a fine, then perhaps confinement if there is refusal to pay the fine. Cops are not required to take this bs abuse. I'm not condemning him for breaking an ordinance. As you said, we all do at one time or another. It is his behavior at being called out by a neighbor that is obtuse.
Chances are if he had accepted the citation and decided to go to court in lieu of paying the fine, the judge would have let him off with a warning to learn to use his snowblower correctly.
