It's a good start, but it needs to not just remove federal funds for running elections, but ALL FEDERAL FUNDS. Remove all federal money, regardless of what purpose it's for or what law or statute it's granted under, and see how fast the evil bastards stop abusing the 14th amendment.

This is what, in effect, was accomplished by Ranked Choice Voting in my state. Both candidates who had more votes lost, and the candidate who had no chance won the election.
