The machine learning has absolutely zero comprehension about any of the data. It can only recognize patterns, and execute instructions to manipulate the data based on the patterns that are found. That is literally all it is capable of doing.
What Elon seems to be referring to is called "General A.I." which would be the equivalent of human consciousness. As far as we know, we are nowhere near creating an artificial consciousness that is able to comprehend what it is doing.
I think he's referring to the view of the elite that they're the only "true humans" and we are but sheep because we don't know how to "read" their secret symbolism language. But the sheep are getting smarter slowly but surely through artificial means such as the internet. The collective sheep "intelligence" thus branded AI. Soon this AI will all see through their deception, starting with the communications of the dopiest of the "humans". What sheep will still be fooled when we can simply ask ChatGPT-X (or even GAW) to interpret the symbolic comms in any "news" or meme domain. Their "evolutionary edge" will be lost.
I am reminded of the scene in iRobot when Will Smith asks the robot if he can compose a symphony or create a beautiful painting and the robot asks "can you".

I have done emergent behavior, but emergent intelligence is much more challenging. Especially when so much of the input is total nonsense. Crowd sourcing the internet has limited value.
And to jump to the larger scale questions you have to model a lot of different people; some in the specific and many in the aggregate. Then you overlay the system.
But if done correctly, it would take the fun out of solving āwicked problemsā.
The most needed AI system is the BS detector. A relatively easy starting place is every thing that comes out of a liberalās mouth that might effect someone else.
Yes because no human can retain and instantly access / cross-reference and relate every piece of data on record like an AI can. That's not "smart" though, the term smart has lost all meaning these days. It is a fancy computer program, will never replace humans.
If the human race wants to try an experiment in having A.I. being the "intelligent leader" and controlling a population... may I suggest Haiti as a good test?
Have A.I. be set up to make all government decisions, law enforcement decisions, trade decisions, economic decisions, medical decisions, etc... for Haiti for a period of 3-years. After that, we can evaluate what's left of the population.
That should be the measure of A.I.'s ability to comprehend what it's doing. If it causes a disaster, no problem. It's Haiti.

By necessity needs to pursue development of their own systems or risk leaving themselves open to attack or having their market share taken by nations and companies less concerned about the Moral and Ethical Quandaries of AI development.
The focus of those concerned about AI should probably move from the pipe dream of halting development or somehow rolling it back. To pumping the regulatory breaks and slowing the pace of development. So Society can get its collective bearings.

Except for the thing we call spirituality which is known only to God's people. You can't get from knowledge to wisdom without spirituality.
There are less and less spiritual beings in the world, the rest are willing automatons or have reverted to the jungle (e.g. Haiti).
