This is fake. Its a remix of a fake Putin quote that spread in 2015:
"To forgive the terrorists is up to God, but to send them to him is up to me."
It almost sounds like something Russian President Vladimir Putin could, and would, say.
Except that he didn't.
The quote, which was attributed to Mr Putin, was tweeted on Tuesday (Nov 17) by Ms Remi Maalouf who works for television channel Russia Today. It had been making the rounds on social media since.
But Ms Maalouf has since deleted the tweet, and clarified in a follow-up tweet that she had taken it off a post on Facebook.
Here is the original tweeter apologizing for posting it. (Which is the correct response when an adult discovers they are actually spreading fake bullshit)

The reason that eye for an eye justice was put into the Law of Moses was for the STATE to use it in courts of law, to punish criminals proportionally and, if possible, make the victims whole.
In my opinion, Jesus told the people not to live by this doctrine because the doctrine was not meant for them. It was meant for the justice system.
Believers are called to settle their differences without involving the courts, but the secular world depends on them. Without the judicial system the secular world would implode. If a life for a life isn't the punishment for murder, they might murder more people, no?
I agree with Putin. It would actually be more ungodly to allow them to continue harming the people he's the president of.
Jesus forgives yes. And asks His followers to forgive as well. Doesn’t mean justice doesn’t still happen. Which could lead to their deaths. It’s not “our job” to kill people and make a meeting for them and God. It’s just a phrase people say to sounds tough on those who would seek to harm you or whomever. I would hate to have to end someone’s life because they are threatening me with injury or death. If someone broke into my house and I made it to my gun, it may end badly for them. Or not. It’s God’s Will if I succeed or don’t. I’ll make a decision and go with it. God will forgive me as I will beg for forgiveness, as I do daily. But no, it’s not our job to kill. Putin is incorrect here. But I get what he’s saying.

Putin is Trump's (and the American people's) friend. And has a starring role in the movie. He strikes me as a guy I'd love to have a beer with.

Thanks for the dig on this. However the statement was believable because Putin's actions seem to indicate he would think that way.
