I went through the comments. It was inspiring to see so many people freed of the illusion of gov't being "here to help". Several high profile people in there confirming that We the People are the solution for every disaster. Gov't can only hinder and corrupt any aid mission.
Being from Orlando and working at Hotels for 10 years total. I saw massive numbers of FEMA and Utility People Mobilized. What a huge outlay of money. FEMA hires a lot of people as temp labor for cleanups while their actual Employees manage them at huge salaries. Everyone gets in on the act, Security Forces, a company I worked for always offered big money for security guards to go to these disasters, they do it cost plus.
Utility companies from several states are also brought in ahead of time and at a cost-plus.
The FEMA temp workers that I encountered were not grade-A people, I'd wager many were felons and some fresh out of prison.

I was offered 19 bucks an hour to work FEMA shifts with a hotel room, food, and as many hours as I wanted to do security, while my normal security when I worked for them was 7.50 an hour. I worked for them a decade later at 10.50 guarding power stations, with Milage over 40 paid at 56 cents a mile, and travel time both ways over 50 miles. 12 hour shifts Fri, Sat, Sun, 14 hour Shifts Mon-Thurs. This wasn't FEMA, it was for the power company who was billed cost +. The more we made the more the security firm made... the 10.50 an hour was average but when you have 80+hours, 12+hours travel time, and your gas paid for it was sweet.

I’ve tended to have quite good experiences with mine. They can definitely can be underhanded on some things, but so can their customers, and there are going to be times where they have high claim volume with low liquidity that are going to force decisions to be made that aren’t necessarily desirable for anyone.

This is unexpected and reprehensible. But, unfortunately, not surprising. Yet another reason for one's blood to boil. This entails manslaughter through negligence. They are allowing people to die in order to profit from it.
This is happening in the mountains now from reports from the locals. Supplies are being refused because the people bringing them are not licensed organizations. Authorities are telling them to instead donate money directly to FEMA.
In the aftermath of Super Storm Sandy, both the Red Cross and FEMA were totally useless. The RC wouldn't come into the area until it was "safe" for them to do so. I never actually saw any RC supplies or personnel. Never saw anything of FEMA, but we did have the National Guard. It seemed the NG was there merely to safeguard the oceanfront homes of very rich people. Looters were arriving by boat daily, but our local Police Departments were onto them. We're a fairly small community and we took care of each other. My daughter and I cooked and delivered food to the local firehouses and first aid squads, which were actually helping residents. Food banks and places to get clothing were set up by volunteers, and local contractors helped people salvage what they could of their homes and belongings. The damage was not nearly as widespread as Helene, so logistics were simple and immediate. The government as always was f*cking useless.
No FEMA, no significant, if any, Federal aid to hurricane Camille victims back in the '60s. The people survived, and later thrived. Why have we, as a nation, given up on the idea of people, both those affected and those from outside willing to help, being the source of help and recovery from disasters?

I have experience with this because after hurricane Sandy I was raising houses in NJ and spoke to the people there
I believe residents received 1000 per household and had to wait for anything more. {At least that's what I recall}
The rest was tied up in federal vs State red tape and insurance companies.
So this small amount is pretty standardly abysmal.
A big key of that money is it must be previously earmarked on the state level for this exact natural disaster.
If it's earmarked for tornado damage, a hurricane will take more time to receive funds. Yes, this is how dumb it is.
