Unless they want to HIDE the # of dead, the dead need to be retrieved, autopsied, remains recorded and only then, embalm or cremate. When murdered people are found, their remains aren't immediately cremated without record. The remains are in placed in morgue 1st, analyzed etc...

And looks like they will not get there in time to be useful for what is happening now. The remains will start to rot pretty fast if they are not kept cold, and they don't have enough units for all the dead.
