Wanna bet about the next closest one is maybe Grant’s? Jackson’s administration was nuts, but the transition was probably pretty straightforward. McKinley’s coulda been pretty crazy, too - the 1865-1897 years vying to get control to put in or prevent the Fed.

This "tech world" is exactly why it's so hard to trace. Your average Joe can pretty easily hide their identity through VoIP and VPNs, and if you actually know what you are doing you can make it impossible to trace.
I think the next wave of this type of stuff is going to be using AI to clone the voices of victims and frame them for swatting.
Idk if swatters usually work in teams though.

It seems like law enforcement should have more sophisticated means of identifying who is calling them. Most people that engage in swatting use various VoIP services (voice over internet protocol) to hide their identity. Law enforcement should at least be able to know if a service like that is being used, and if it was a real emergency who is going to set up a voip call to report it?
And to anyone thinking it's a just a prank, realize you can get people killed (that is a whole other issue that should NOT be possible but I digress). In most jurisdictions it is a felony to do this, and you can end up with a multi-year sentence if caught.
They should also have sophisticated means of not being retards and seeing who the target is. Whether it is MTG or someone else, they really should pause and consider if they are being pranked. It's bad enough that they act on livestreaming computer gamer Youtubers like this, let alone high-profile politicians. This is absurd.
