My wife works in the public school system and she says they will just keep passing these kids on to the next grade because they are afraid to lose the gubmint handouts. When the kids don't pass the tests, they just give them "special" designations and cook the grade books.
During the Obama years, you could not hold back or give failing grades. Students could not be suspended except for in-house suspensions.

And none of those panelists send their own kids there.
