The most consequential president in human history might have been Biden if Russia would not have been so measured in its response to the naked U.S. direct attacks on its soil, which would have resulted in Nuclear War. That would have been very, very consequential I think.
I use the word consequential in the way Trump and, I think, nearly everyone else routinely does: in the sense of positive consequences
