Need confirmation sauce on the date of the seeding service. No date is on the contract and I won’t take the poster’s statement as confirmation. Is there also another company contracted or another contractor? Do these company’s communicate when they seed clouds so as not to over seed? Who has oversite in Texas for these contracted services?
I live in central Texas and have for many, many years. I have boots on the ground personal input that I believe needs to be understood. 2 main points.....
Texas is notorious for our hot summers. It happens in the same fashion every year. A high pressure system moves in (usually from the west/northwest). It then just parks itself for long period of time right over the center of the state. This high pressure system forms a done over Texas and no low pressure (rainy weather) can move in. It usually starts around mid May to mid June and keeps lasting or getting replaced by a new one all summer until the 3 week of September, giving us 5 months of summer every year. This happens like clock work every year. I know, I farm and ranch and all tilling, planting, spraying, watering and harvesting has to be timed around these parameters. My point in all this is this. There has been no high pressure dome move into Texas this year for the summer season. Instead our normal visitor went WAY north and that is how these flood clouds were able to even exist. The dome that normally comes here went north and as you can see, they are all complaining of high temps all across north of the Mason/Dixon line up to New England. So the weather HAD to be modified 1st to steer the high pressure dome north.
We have witnessed more Chem trails in central Texas than I can even begin to describe. But amongst all this Chem trailing over the years, we noticed it has less prolific than years passed. It kind appears to have been winding down overall this year. USAID money cut off? I dunno. But my wife pointed out that there are days that this year that we have just one Chem trail, I noticed that much but she is more observant sometimes. But as we watch it spread and either move north, south east, or west, or just hang over our heads, that is where it will rain in the next 48 hours. Just with our own observations it happens....... Every time!!!

We don't know how long this takes after seeding to create rain. They could have done it one the 2nd and his tweet certainly implies they recently did.
