What age, ethnicity, gender did the people they pulled out of the bayou share? Is there a pattern? If it were a serial killer, there would be a pattern to the victims. If it's all Hispanics, it's probably border/drug related. If it's all women and kids, it's probably trafficking related. With sketchy info, I am reluctant to say there's a serial killer too.
Towards the end of the article, there's a partial list of the victims that have been ID'd. Don't really see a pattern. Ages 14-67, male/female and judging from the names, multiple races. It is kind of random.

Most of the people die of starvation and disease instead of being killed.
