That's exactly right. The Federal government reimburses the states quarterly. And the states were reimbursed in early October for the previous three months. The money was there.
Not precisely, of the 40 million on snap, estimated between 8 million and 20 million are illegals. So 20%-50% should not be on it.
On top of that, the states are supposed to have the funding in the first place. The federal funding of it is a reimbursement, not a payment. The states are supposed to already fully fund these programs, and they just file to the feds for reimbursement.
A lot of them aparently either fudge and say they do but dont, or had the funds and didn't disperse them, because they're playing political games.

Good deal! My son in law had graduated this spring with a masters in aerospace engineering, working with a program thru the DOD. Been waiting for the shutdown to end so he can get officially hired. They just had a new baby and he needs to get to work to support them.
Otherwise I enjoyed the shutdown. Didn't even miss it. I heard that because the shutdown was so long, Trump could enact many of the Doge cuts without congress. I hope so.

The people who get SNAP got theirs already so the pressure for the Dems to do the right thing was gone.

Lots of people - not everybody - but lots of people were issued their SNAP benefits.
