I have the answer from Canadians I know. A month late but I might as well share it to end your confusion. The phrase is an expression of defiance against Trump's seemingly off-handed remark that Canada would be better off as the 51st state. It derives from hockey.

He was multi-skilled and a prolific scorer who held the most goals/assists/points record until it was broken by Wayne Gretzky. He was also a dirty player, famous for his "sharp elbows".
