CAFE standards for one. EV mandates pushed automakers into developing cars that most people didn't want and couldn't afford. Look at the losses incurred by Ford, Stellantis, and GM in their efforts to developed EVs that the government was trying to shove down our throats. As for labor prices for repair work I can only guess the dealer rates are based on what they can get for warrantee work then all the non-dealer shops adjust their rates to something close to what dealer rates are because "if you could fix it yourself you wouldn't be bringing it to them"
