This is a reference to "City of London" city-state (separate municipal service CORP not part of the United Kingdom). New York City has a similar structure (likely owned by the Crowne). Washington D.C. likely has similar structure, but now controlled by Republic military per raising of American Republic military flag over it, re-claiming control and sovereignty with National Guard currently "occupying and defending" the territory.

Look at Dan's X post - two time stamps, one above the photo (presumably at or around the time the photo was taken) and one the following day, below the photo (the time Mr Scavino posted it to X). The top time stamp is 10:15 pm or 22:15 military time. The bottom time stamp is 2:07 pm or 14:07 military time.
Look at Q-Post #2215 there are two sets of "panic" - in the UK and in DC - one set above, one below. Q-Post #1407 just happens to be photos of the UK, Trafalgar Square, one above and the one below a closer-up view. I was not here when Q was posting so don't know about any discussions that may have occurred on these posts. Perhaps some of the original anons can add perspective. In any case, out of the nearly five thousand Q-Posts it's notable that both of Dan's timestamps line up with the UK.
If I'm not mistaken, some believe certain European DS players may be involved in these types of assassination attempts so whoever that may be trying to stop the WHs would be likely to be panicking (or at least unhappy) that the latest attempt fell flat.
Mr Scavino posted again 38 minutes later, potentially considered a time difference delta, so OP also provided Q-Post #38. Parts of that which may be of interest - "... Think logically about the timing of everything happening... Note false flags... The calm before the storm.". Remember, dual meanings exist.
Some connections may seem tenuous to some people, some may be nuanced. I don't claim to "know" what's going on, just looking at synchronicities.
Anyway, that's my take on this, not sure if it answers your questions. I don't know what your experience is with Q so you may be far advanced of the rudimentary linkages, but perhaps newbies can benefit.

So I poked around a little by doing the following -- click on the (blue) 8chan/qresearch links in #1407 and it will take you to the conversations that were going on at the time for this. Scroll down and see if you can glean any clues from what was discussed. For example, I found the following claim (and I have NO IDEA if it's accurate or not) in the 1448152 link. There's some talk in other comments about Julian Assange having been freed at the time, talk of there being a notable number of asians in the picture.
The stuff is usually about as clear as mud to me as it's jumbled together with seemingly unrelated topics and, as I said in my previous comment, I wasn't here at the time following Q, hadn't even heard of Q at that time. Every now and then you can pick up a clue so it's worth a shot.
