Hard to make sense of why it says "Fed Reserve." Notably, the "Fed Reserve" designation is way smaller, moving into the background, than "Treasury Victory Note" that has top billing. So perhaps that designation is being retired and this note is a vehicle for that. We know that Trump knows the Fed is 100% swamp. My uneducated guess is this may be a "double identity" transitional note that is both a Fed Reserve Note and a US Treasury Note... to be followed by a final version that is purely a US Treasury Note?
